I don't know about wheelchair users but there was a piece on Meridian TV
recently about diabetics being rejected in, I think, Newbury although
other Councils will accept them with a Doctor's certificate.

Dear All,
I work in partnership with our Licensing Section by providing disability
awareness training to the drivers. As Licensing is a function of this
local authority it is now covered by the public duty to promote
disability equality. I was wondering whether there were any wheelchair
users had successfully applied to become drivers or had been rejected
because of any local licensing law.
