Peter,
The British Airways London Eye operate a river cruiser on the thames. The
river cruiser is accessible and they have to deal with the tidal range of
the Thames. I appreciate that Cruise ships are bigger, but it might be worth
getting in touch with the London Eye. Their health and safety man is the
person to talk to - used to be a person called Jan Bugaj (pronounced Yan
Boo-guy).

Subject: Getting on and off a cruise ship at a tidal quayside
Has anyone any information on solutions to the problemm of making getting
on or off a cruise ship accessible?
I'm trying to help the local council with a new cruise ship terminal. One
problem is that the terminal will be on the Mersey itself, not in a dock,
and with the big tidal range (and the different sizes of ships) the angle
of the access route might vary from horizontal to very steep in either
direction, and will change throughout the day.
There's been some discussion on the list in the past about accessibility
*within* cruise liners, but I haven't seen anything about getting on or
off.
