Hi John,
Here at Cherwell DC (North Oxfordshire), we have been undertaking Disability
Awareness Training for taxi drivers for the past four years. This includes
both hackney and private hire drivers. We have a duel licence here at CDC,
so once a driver has his/her licence they can drive either type of taxi. In
partial answer to your question:
1. It is a condition on all licenses that the driver undergoes this
training within six months of receiving their licence.
2. The training is funded through an increase in the taxi driver
licence
3. Am awaiting confirmation of the grounds put to the Licensing
Committee and will inform you as soon as I get them.

In December 2006 Part 3 DDA exemption is likely to be lifted from all
transport vehicles. I am assuming local Licensing departments will be
encouraging Hackney Carriage drivers to take up disability training specific
to their employment duties. Licensing departments impose conditions to cover
other legislation and I suspect they will need to follow suite after
December 2006.
Is there a Licensing Department, that makes it a condition of their Hackney
license, that disability awareness training is undertaken? If so, how was it
funded and on what grounds did it get passed through the Licensing
Committee?
We currently provide disability awareness training for Private Hire but have
not yet implemented it for Hackney Carriages.
