effectiveness of road safety interventions can vary significantly
depending on whether crash rates are measured per unit of travel (100
million vehicle kms) or per capita (10,000 population).
Transportation safety experts have traditionally focused on the
former, which implies that safety increases if people travel more
lower-risk vehicle kilometers, although their total risk increases,
and it ignores the potential safety benefits of mobility management
strategies that reduce total vehicle travel.
