I don't know the answer to the first part of your question, although my former lab found inconsistent results using the 'plot' function in SPM99. I believe a new plot program developed by Matt Tinnirella at UMD (MPRC- FNL), intended to circumvent the problem, was posted on the website. If anyone else has access to this program, please pass it on to Maria.
As for a default to plot data that are not found to be significant, try setting the p value to .99.
