By analogy with omnibus F tests and planned t testss in an ANOVA, it
seems perfectly reasonable to report the whole brain at a whole brain
corrected threshold (or no threshold) - and the SVC result with the
SVC threshold, so I would say that the reviewer was being rather
severe...
I suppose if you wanted to remove any significant relationship between
the tests, you could do an analysis with two 'small' volumes - one
being the whole brain except the midbrain, and one being the midbrain
only, and then correct for having done two nearly independent tests,
but (even) for me that would be overly pedantic.
