PRESS RELEASE
New EU Regulation on international mobile roaming:
Commission opens final phase of consultations (3 April 2006)The
Commission opened on 3 April the second and final phase of consultations
on an EU regulation to bring down international roaming charges. This
new EU regulation, which would introduce the "home pricing" principle
for using your mobile phone abroad, could come into effect by summer
2007, provided that the European Parliament and the Council of Ministers
can agree on a final text by then.

Commission study addresses Europe's scientific publication system (31
March 2006)The European Commission published on 31 March a study which
examines the scientific publication system in Europe. Scientific
publication ensures that research results are made known, which is a
pre-condition for further research and for turning this knowledge into
innovative products and services. Scientific publication is also an
important part of certifying the quality of the work done. Given the
scarcity of public money to provide access to scientific publications,
there is a strong interest in seeing that Europe has an effective and
functioning system for scientific publication that speedily delivers
results to a wide audience. The report, drawn up for the Commission by a
panel of experts, makes a number of recommendations for future action,
including improving access to publicly-funded research. All interested
parties are invited to send feedback on the report's findings to the
Commission, to provide input for a conference on scientific publication
to be held in autumn 2006.
