As well as the issue of links from an institution's home page, I feel
that you should look into the possibilities of allowing your content, and
your main entry points, to be syndicated, so that technologies such as RSS
and OPML can be used to allow others to embed links and metadata about your
Web site on their Web site.
As an example, the main areas of the QA Focus Web site make use of this
approach - see:

As another example, the forthcoming Institutional Web Management Workshop
2006: Quality Matters also syndicates information on news, details of the
talks, etc. - see:

The forthcoming Institutional Web Management Workshop will be held at the
University of Bath on 14-16 June. Although aimed primarily at Web managers
and developers in the higher & further education sector, it may be of
interest to the library sector.
