I felt that Williams made a reasonable case. As you say, the smaller scale information skills work is all that can be done.
I feel that Info Skills teaching shouldn't be limited to use of a particular library/service, and in that sense has a wider remit.For example, in FE Info Skills can be linked to wider Key/Functional skills teaching, as well as the demands of the FE White Paper for entrepeneurial skills teaching.
It may be that wider claims of the power of Info Literacy put people off. On the other hand, I feel that as a profession we should not be scared of making bold claims for what we do- or can do, given half a chance.
