Hi Rachel,
I think as long as you will be enrolled full-time, and send a formal letter of acceptance along with your registration form (which states that you will be starting in September), you should be entitled to the concessionary rate. You need to move quickly in order to get the 'early bird rate' though, they need to receive your application by Monday.
