I am catching up with the messages in the list - what do you mean when you
say that Bb will only let you add a link to the html file? Have you tried
adding in the content system?
I am curious as we are having some problems using webdav..

We're also using 6.2.3 but we have the content system. I stick my css files
there alongside any html ones and then link to the html ones. But
Blackboard (6.2.3) will only let you add a *link* to the html file.
However, if you want the html page to load directly onto the page then you
could add it as an external link button. You could then, say, add a button
with a link to your main html page and then any other pages linked from it
would open in the usual way.
But how do you envisage tutors using this? Html and css is a bit further
down the road than most would want to go . . .
