Digitisation and synthesis of the HEC, HEA and HDA health promotion and public health archive.
The National Institute for Health and Clinical Excellence is seeking expressions of interest from organisations or individuals who wish to be invited to tender to undertake the synthesis and digitisation of the HEC, HEA and HDA health promotion and public health archive.
The deadline for receipt of expressions of interest is 5 p.m. on Friday 16 December 2005. Tender packs will be sent out on Tuesday 20 December 2005 for return by Friday 6 January 2006. The successful organisation will be notified by Thursday, 12 January 2006.

Background
On April 1st 2004 the National Institute for Health and Clinical Excellence (NICE) inherited a rich archive of public health and health promotion evaluation and survey reports from the Health Development Agency (HDA). This historical archive covered many years worth of work of the HDA's predecessor organisations the Health Education Authority (HEA) and Health Education Council (HEC). Some reports from the HEC's predecessor organisation, the Central Council for Health Education, are also contained in the archive.
The HEC and HEA, as major sponsors of health promotion activities, funded a large number of projects that were formally evaluated and written up as reports. In 2003 the HDA's public health information team initiated a pilot project to digitise a number of these reports, with approximately 600 being digitized in 2003/4. In total there are 1,440 digital records of the work of the HEC, HEA and HDA and 1,000 paper reports. These paper reports are to be digitized as part of this project.
The Project
* To map and synthesize the information contained in the archive so it can inform the public health evidence base;
* To digitise the paper copies of the HEC/HEA publications;
Initially the project may take the form of a mapping of the material, with the researcher(s) relating this mapping to public health policy and suggesting where further investigation of the archive may be warranted. But we are happy to be guided on the best way to undertake this project by the organisation that is awarded the contract.
