I think this is already happening, and it shouldn't sound like something
'that needs to be started'... James Sankar while with UKERNA was one of the
driving forces in steering eduroam out of the blocks, and his efforts were
sterling prior to him leaving for Australia. Indeed the first use of
eduroam was between the UK and the Netherlands.
There is some discussion of what the 'standard' (or tiered) eduroam services
are (both in the context of JANET and the European work that Nicole mentioned)
and there are some devils in that detail.
One thing that seemed clear from the work to date is that mandating a single
solution won't fly; thus the issue of interoperability is very important.
