I'd encourage you to ask Martin Dougiamas (Moodle's lead developer) to
set up a forum for FE within Moodle.org itself, as he did for K-12
schools, rather than looking to dedicated provision elsewhere. I think
one of the factors contributing to Moodle's success has been the hugely
supportive international and cross-phase community that makes up
Moodle.org, and I for one would rather hear a stronger voice from the FE
community there, than see their contributions hypothocated off to a
specialist board.
