Having checked in the OJ without success and followed up some references
from Google, I think that this is a Council decision (lower case) not a
legal Decision. It seems to be quite famous (there are several references to
articles in legal journals devoted to the decision to add a human rights
clause but none of them reference an actual legal Decision). See

The Council seems to have acted following a Communication from the
Commission COM(95) 216,

of Commons Research Paper devoted to the topic.
It refers to a Council press release 7481/95 of 29 May 1995 that you may
want to look up.
