I've managed to find an earlier mention of the equation, but the basis
turns out to be its placement in the Cosmography's list and an unattributed
interpretation of the name as Mutatio Antonis/Mansio Antonis (based on the
variant spelling Mantuantonis).

Still looking for the original source.
Otto Seeck's 1869 edition of the Notita Dignitatum has "pro Mutu scrib.
Mutatio", but he treated it as Mutatio Othona - Bradwell-on-Sea.
