Dear Lilith,
There are exemptions from the congestion charge for people who have sufficient
disability to part of the "Blue Badge" scheme (see the Transport for London
website: http://www.cclondon.com/exemptions.shtml). Pre-registration for the
exemption is required (http://www.cclondon.com/downloads/DisabledPeople.pdf),
and there are exemptions from the exemptions! The problem with this is that
there are lots of people who would find it difficult or impossible to use
public transport who do not fall within the requirements of the Blue Badge
scheme (see
http://www.dft.gov.uk/stellent/groups/dft_mobility/documents/divisionhomepage/030925.hcsp
for details).
If you get any more information on this, please keep me updated, as this is
something I have been meaning to investigate myself.
