It can't be 'public transport' if it is not accessible! PwIs are full members of the public and not from another planet. TFL provides free bus transport for London's wheelchair users, however the London UndergrounD is not accessible therefore nor is it 'public transport', although all Londoners have to fund it through their Council tax bills.
