Does anyone know why the census boundaries are so irregular? I have been matching 'middle level SOA' bounbdaries to a street map of Birmingham, and there are many instances where it looks as if a boundary could have followed a street line (centre of street, or along the backs of the houses), yet it jinks off to include a small part of a neighbouring street (then jinks back to original street again) - seems odd, what is gained by these small boundary irregularities?
