Many thanks to all who responded to this.
A quick search of the web showed that in 1942 the No1 Tunnelling Company were working in the St Agnes and Hayle areas, as well as up country. As I know the St Agnes area very well the background of the photo did not suggest it was that location. I think Bob Orchard got it right with Wheal Merth. Dines describes it as being located in a steep sided valley, it was worked by adits and it was receiving exploratory work in 1942.
"The Times" have this and another photo in their archives. They might also have many more interesting photos, but they do not appear to have an index accessible by internet.
