Apologies for being conspicuously silent on the list so far; I thought
I should expand a little on 'negotiation'. What we are more than
willing to do is talk to each site individually, if necessary, to let
them know what we would need to install, what access it needs, etc.

I'd say that we're not really in the business of negotiating access to
a box, and a mechanism of installation and management, with each
individual site, or even with the subset of sites at which we need to
run these services. Certainly GridPP is the channel through which this
sort of discussion should happen.
