The dates look correct to me.
If the question relates to "why are jobs still being submitted even
though my site is in scheduled downtime" then the answer is that there
are no monitoring flags linked to scheduled downtime, so jobs are
submitted regardless of the recorded state. This is something that will
change in a later version of the GOCDB. If you want to stop jobs being
submitted now you will need to switch off the monitoring for your site.
