I looked into this a while ago for CITB, the best reference I found at
the time was the British Security Industry Association Information
Destruction Code of Practice which is available for download from the
website.

The code of practice for their accredited members specificies the
appropriate means of destruction (usually shred or disintegrate) for
modern media such as ID cards, CDs, hard disks etc. and perhaps is a
good starting point but it is unlikely anyone has this resource
in-house, so we use a BSIA member to do it for us.
But I should imagine snapping disks as long as you don't cut yourself
pretty much renders the media unusable excepting specialist forensic
data recovery.
