I did not find the part you mention but they where useful to read for me
as Open Science Grid in the USA is a project on massive scale and will
probably inform LHC on many projects.
I have just spent the week at the ESC all hands meeting where I seem to
have been effective in lobbying consideration of the the use of http
derivatives over ftp derivatives.
Quite an interesting week and will be happy to mention it a little at
the next storage meeting. It seems that the experiences of you guys
being fed up the management chain may trigger a push toward http within
LHC. We will see, change will depend on the performance analysis done
under Richard Hughes Jones's supervision. Provided assertions that HTTP
is of equal performance are true we may get some where.
I am pleased as I have taken quite some time finding all the arguments
from all the stake holders perspectives for why and why not to use HTTP.
Fortunately most network experts are all singing the same song.
