'BLF to Introduce Rural Proofing: The University of Strathclyde conducted
research for the Big Lottery Fund (BLF), looking at Lottery funding from the
New Opportunities Fund (NOF) across Scotland in the five years from 1999 to
April 2004. It showed that the £267 million committed to projects by the NOF
in Scotland over that time was fairly equitably distributed between urban
and rural areas, with regards to population, and that rural areas received
higher amounts than urban areas with regards to levels of deprivation. To
sustain this balance, the research has recommended that the BLF introduce a
'rural proofing' system into their grant management programme . . . . .
Although this will be piloted in Scotland, it is expected to be rolled out
into the rest of the UK in due course.'
