The general practice for employees records is termination of employment plus
6 years unless you are expecting possible litigation from an employee then I
would suggest termination plus 12. The only reason for keeping them any
longer would be in compliance with health and safety legislation such as
asbestos, noise and radiation exposure.
On the question of councillors I recommend current year plus 3 as being
sufficient as this covers the period required by District Audit. If you
have an outstanding Councillor (Good works or notorious) then by all means
consult with the local history officer or the archivist. As to closure -
The work of the authority should be in the public domain. Constituency
work belongs to the Councillor to dispose of.
