In the UK racist crimes against tenants used not to be reported as such, they were filed under the heading of 'neighbourly disputes', until the Race Relations Act came into force.
In the late 80' and early 90's, I used to work for a housing department. I discovered a high number of incidents of hate crimes against disabled tenants within the borough; more than 20 were found. Many involved death threats. These too were filed under the heading of 'neighbourly disputes'. I discovered at a national conference with housing associations officers that nearly all the housing providers knew of cases.
If we are to deal with them, we have to separate them under their own heading before anything else. At least
I was able to get the London borough I worked for to record the incidents separately.
Then there was a political change in the borough, it went Conservative, all equality posts were abolished.
So I do not know if this policy was retained.
