It seems to me the OAI-PMH branding format _is_ a means (specifically an
XML format) of providing metadata about the collection. It's just that
it's a format designed to provide a specific, defined set of information
to support some specific functions - the relation between collection and
icon and collection and stylesheet(s) (and it also provides metadata
about the icon and the stylesheets - "related descriptions" in DC
terms.)
In other contexts, that sort of mechanism may not be available.
I'm just noting that we perhaps need to be a bit careful not to project
the sort of "functional separation" of how metadata is partitioned up in
OAI-PMH - assuming a data provider uses the OAI-PMH branding format,
which I don't think is a requirement of the protocol? - onto other
contexts.
