Well yes and no - we were looking at various open and commercial VLE's
at the end of last year, Moodle at least has developed considerably
since then and I am sure the marketplace has shifted somewhat as a
result of its widespread adoption so it is doubtful whether any evidence
we collected would be any use now. Our assessment was very specific in
dealing with our requirements and ultimately made comparisons between a
pared down shortlist of contenders. Moodle won out on features, user
perceptions, the potential for MIS integration and reliability, and none
of these seem to have diminished over the last year. The community
support network doesn't come with any guarantees, but so far has been
more responsive than I could have wished for.
It is very difficult to compare projected costings as hardware, software
dependencies, support, maintenance, training and hidden costs can all
skew the picture considerably for both proprietary and open source
software, and vendors may be prepared to incentivise the purchase of a
flagship product.
It is well worth asking around in the moodle.org forums, especially
"Comparisons and Advocacy": http://moodle.org/mod/forum/view.php?id=2784
