Head of Value for Money Statistics and Quality Assurance
The National Audit Office is Central Government’s external auditor. Our
work includes reporting to Parliament on the value for money achieved by
the bodies we audit, and our reports are used as the basis of hearings by
the House of Commons’ Committee of Public Accounts.
The Value for Money (VFM) Development team at the NAO provides guidance,
support and training on the technical aspects of VFM audit to staff working
on VFM studies across all areas of government activity, as well as
overseeing the quality assurance of this work and providing senior
management support on technical VFM issues and VFM policy and strategy. We
have created two new roles to expand the work of this key team.
Head of Value for Money Statistics and Quality Assurance
Drawing on your experience of the use of statistical and other quantitative
methods in social science and/or policy research, you will provide
leadership and direction on the application of statistical and quantitative
techniques to VFM audit work. Managing a small team of statistical
experts, you will provide advice and support to audit staff in areas such
as survey design and analysis, statistical modelling and analysis,
graphical presentation of results and quantifying costs and benefits. You
will also lead on and develop the NAO’s VFM quality assurance and review
arrangements, including the management of two external contracts with
academic institutions for quality review services, and the provision of an
annual report on VFM quality to the NAO’s Board. (Ref: RT6045)
Head of Value for Money Methods and Innovation
You will use your in-depth knowledge of social science research methodology
to drive forward innovation and continuous improvement in the methodologies
used by VFM audit teams to collect, analyse and report on audit evidence.
With a track record of deploying quantitative and qualitative methods in
complex and/or high stakes evaluation projects, you will have a sound
theoretical understanding of research methodology as well as an
appreciation of how to design evaluations that both maximise technical
rigour and lead to recommendations that make a real difference, within
given budgets and timescales. (Ref: RT6046)
You will be expected to build on and expand your existing networks within
the academic and wider research communities to ensure that the NAO’s use of
quantitative methods in VFM audit remains cutting-edge, and that NAO staff
exploit opportunities for innovation in approaches and techniques. Using
your demonstrable ability to explain technical issues clearly to non-
specialist audiences, you will develop training and guidance for VFM audit
staff, and will work with and support staff on aspects of VFM studies.
You will also have the ability to develop staff to their full potential and
to represent the NAO at meetings, conferences and with international audit
institutions.
