Sounds like Neville Chamberlain on Czechoslovakia at the time of the 1938
Munich 'agreement' with Hitler
"a quarrel in a far-away country between people of whom we know nothing"
but the 'care less' bit might indicate a different quote, whihc is likely
trading on this one.
