For most sites the R-GMA upgrade will be the most significant, we're

That's a somewhat misleading way to put it. LCG has said it would like
the glite WMS and CE as a trial, but it's not obvious to me that it will
be ready, at the moment job submission is only barely working on the
pre-production system, with many problems. In any case the idea is that
the broker(s) would only be at CERN and sites could choose to install
the new CE in parallel if they like, so in general there will be no
change for most sites.
The other thing is to plan for migration to dcache or DPM, presumably
sites could take them from the 2.5 release if they want to experiment?
