Al,
RPM in RHEL is OK, but it is a bug that keeps reappearing. I think that
the RPM developers only really test root user installations. We could
supply a RPM version that works if we wanted. The alternative is to do
the installation as root, but have RPM set the user on the files to a
normal user, star say. This would require a star user being setup on the
system before they install the RPMs.

Tim and I reported this bug to RedHat back in 2000 on RH7.3 when we did
the inital work on RPMs. If it still doesn't work I doubt they're going
to
fix it now...
