As CPAG marks its 40th anniversary in 2005, our conference this year
focuses on why ‘rights’ remain important and the vital role welfare rights
advice and campaigning plays in reducing income poverty.
Keynote speaker
Professor Peter Townsend – President of CPAG
Workshops will be in the form of debates with two people presenting
opposing arguments that will then be opened up for wider debate.

§ Means-testing v universalism
Focussing on child benefit and child tax credit
§ Test cases v policy work
Looking at the strengths and limitations of each and when the two can work
together
§ Rights v responsibilities -benefit conditionality
Focussing on incapacity benefit reform
§ Joint-teams
Looking at joint teams and closer working and the impact upon claimants and
the advice sector
The panel theme will be to look forward, given the context of the last 40
years.
