Hi Brian,
there is a flag in the Glue Schema called
GlueCEStateStatus that can be changed from Production to Testing.
There are 2 drawbacks with this solution:
1) It is a flag tied to the CE and not to the SE so you basically declare
the whole of your farm as Testing and not the dcache SE only.
2) As far as I'm aware only the LHCB reads that flag.
Another way to publish dcache is to put it as secondary SE.
The instructions about how to do that with YAIM installation scripts have

you can keep a classic SE as the default SE for most of the VOs but atlas.
For atlas I think you should put dcache SE as VO_ATLAS_DEFAULT_SE in the
site-info.def since your SC3 are in cooperation with them there shouldn't
be problems.
Let me know if you find any problem because I agree that this mixture
between production and SC3 might not be ideal and perhaps needs further
discussion on how to minimize the interference.
