Deborah, you certainly have my permission to forward my replies.
It seems to me that your professors might reasonably decide to talk with
whichever university official both has the IRB in her/his reporting line,
and will have concern about the federal funding that could
be jeopardized if/when federal funding agencies are made aware of how your
university is departing from nondiscrimination standards.
This could be university general counsel, or a vice president for
research, or an academic vice president. I'm happy to talk over details
with you off-list.
