Is it not this very fact - the fear of the "big stick" that has created a
culture which allowed Bristol, Shipman etc to occur? Is it not exactly
this, the culture of fear that continues to put patients at risk?
It is for this very reason, is it not, that the GMC will no longer be able
to resist changes although reformation was strongly resisted 20+ years ago?
The future role of the GMC will not be defined in terms of how big its "big
stick" is but how well it protects patients.
