It could be, yes.
A statement using the dc:relation property just says, "There is some
unspecified type of relationship between the subject resource and the
value resource"
It is not limited to the "superset" of the "refinements" of dc:relation,
if you see what I mean.
Also, there are other properties around that are used more specifically
to express "see also" in the sense of "That-resource-over-there will or
may provide more information about this-resource-here". See e.g.
