I thought we already had. (-: OK there must be some instruments still
using the flakey EMLT route to locate the spectral beams.

ASCOUT was part of SPECDRE, so uses %VAL. It actually complements
NDF2ASCII as it tabulates errors and wavelength.

You knew it made sense.
It may not be a bad idea to reduce the longer-term support load to make
those changes to invoke KAPPA apps over those image manipulation ones
you mentioned. There a WCS fidelity issue too.

but hasn't documented? (-: The Fortran HDS tools should have been
moved to an HDSPACK/HDSTOOLS package along with ERASE, HDSTRACE etc. in
1996 during the FDA conversion. Too late now.
