Here at Leeds we provide access to hundreds of external users of our VLE every year. These range from external companies developing eLearning resources to a multitude of guest and external lecturers who deliver teaching at the University but aren't formally on the payroll, and so don't have a University account.
We have a strict procedure that has the dual aim of hopefully preventing misuse and ensuring that we only provide access to those that really need it.
We do not take an approach from a potential external user. Instead the initial approach must come from an existing member of staff who is a user of the VLE. They must first sign an "Agreement to supervise external user" form in which they agree to monitor the external's use of the VLE. We then ask the external to sign a fairly standard "Conditions of use" form.
We have used this system for several years and have so far found this to be quite effective.
