The JAC plan is to at least support the apps used by ORAC-DR, including
dealing wityh external bug reports (those bugs might affect the pipeline).
What we can't justify is development of apps in ways that won't be helpful
to the JAC.
AST is a special case, and assuming "the plan" goes ahead I imagine Dave
will have time allocated to AST upgrades (e.g. STC support). This all
needs to be fleshed out though given other demands on Dave's time.
