It appears to me that he dose not understand that scientific software
requires the scientific knowledge to maintain and support it. Starlink
are not just a bunch of programmers, they are a bunch of scientific
programmers with a highly specialised knowledge which is hard to
replace.

It shows amazing prejudices and ignorance at best, and is quite possibly
libellous. What an ego he must have to write that in public. I love
the irony of complaining about bloated organisations.
It's trivial to think of counters to his three criticisms in regard to
Starlink. The second point has a corollary that often applies to
university departments and individuals. They'd willingly write their
own code from scratch rather than use any existing code. Any
improvements over the original applications are restricted to small
numbers instead of benefitting the community as a whole.
