I was also able to attend the first day of the workshop and
would like to add one observation:

Bruce Bargmeyer spoke of the challenge of getting "the Metadata
Registry community working together with terminology community
to advance semantics management for the coming wave of semantics
based computing". In this context, he spoke of the need for
"Persistent URIs pointing to each item in a 11179 Metadata
Registry. (Not currently part of the standard)." and gave as an
example "Mailing Address State Name" to be identified with a
(hypothetical) URI such as
http://www.epa.gov/edr/sw/AdministeredItem#StateName
Apart from this one example, I do not recall hearing any other
references in the opening presentations to URIs, which a quick
check of the Powerpoint presentations would seem to confirm.
More generally, I do not recall "unique identification" being
emphasized as an issue for the ISO 11179 community.
