What are the issues here?
- what is metadata for?
- what kind of metadata?
- is it going to be created reliably?
A few points.
- The most basic metadata of authorship and dates should be captured
automatically.
- No such thing as effective general one-off metadata for search.
I think that is the point some people are getting at.
- There are other kinds of metadata that are differently important.
Take ownership/access/permissions metadata. People do like to assert and
exercise their rights.
How about for educational resources?
Surely one of the points of having educational institutions is to ensure
that they should be ensuring that their employees adopt good practice in
this kind of area?
