So given JORUM licences are to the institution then who owns the content?
Does the individual maintain IPR over the content they submit? Is the
institutional licence solely for the purpose on indemnity? We need to be
able to offer a clear model for copyright, so contributors understand their
rights when submitting resources. Having the confidence to contribute is
very important to the success of a National Repository.
The institutional licences raise a second question. Who is responsible for
the approval of content that is submitted. Third party content will cause
complications, how will this be managed?
