I believe, in this case, the whims would be horse whims and not powered by
the water-wheel.
Going back to Phil's orginal query - the example that immediately comes to
mind is the wheel, with clutch and winding drum, now restored at Cwm
Ciprwth, to the west of Cwm Pennant in Snowdonia.
