International law forbids 'non-refoulment' i.e. the forced return of
refugees/asylum seekers to a place where they may experience persecution
(Geneva Convention 1951, Article 33; UN Declaration on Territorial Asylum
1967 Res. 2312 (XXII) Article 3).
