The presumption is on disclosure. The public would have a right to any
of the independent enquiry information you hold unless exemptions can be
applied to any of it.

Could any members please help with the below?
When the Strategic Health Authority has commissioned an Independent
Inquiry. E.g. Homicide Inquiry in accordance with HSG 94(27) the
Independent Inquiry panel will have a range of documents that have been
collated and gathered and documented during the course of the Inquiry
Question. Does the Freedom of Information act allow a member of the
public
to have access to these documents and what if anything from an
Independent
Inquiry could be disclosed other than the final report/recommendations
Any replies would be greatly appreciated
