You may be interested to see a new website on DG ECFIN's pages bringing together all the key documentation leading to EMU. http://europa.eu.int/comm/economy_finance/emu_history/index_en.htm
The website brings together most of the key historical documentation since 1929 on the creation of the Economic and Monetary Union (EMU) in Europe and the role of the European Commission in this process. This historical documentation contains major documents leading towards a single currency in Europe. By including, among others, internal preparatory documents, it also shows the discussions and the role which the European Commission played in this process.
