Although I'm not directly involved in it's implementation, out institution uses the HarvestRoad Hive linked with a VLE front end. It provides a single repository for documents and learning objects which includes metatags.

I don't think it does either. Of course it depends what you need. In our
case, a repository with support for learning objects means support for
IMS Content Packaging, IEEE LOM metadata and digital rights management,
so we chose intraLibrary. I haven't heard of a document management
system which does these things yet. However, I'd recommend e-mailing
your question to the CETIS Metadata and Digital Repositories SIG
discussion list, where folk with specific experience of these issues
hang out.
The point of interoperability standards (such as content packaging and
metadata standards) is to enable one to choose different specialised
packages that can work together when needed, rather than one piece of
super-software that can do everything for everyone.
